Hornberger is a defendant in a July lawsuit filed by County Executive Alan McCarthy.
Jessica Haire is the founder of the boutique law firm JVH Law, LLC. She was elected to the Anne Arundel County Council in 2018.
Mrs. Haire, a Republican, previously worked at Fox Rothschild for eight years.
Dirk and Jessica Haire were married in the summer of 2014.
The Haires privately supported Mrs. Hornberger’s Republican executive bid, according to several sources close to the couple.
McCarthy is suing to remove Hornberger from the Nov. 3 general election ballot over allegations of fraud relating to Hornberger’s campaign financial disclosure form.
Hornberger placed first over McCarthy in the June 2 county executive Republican primary.
McCarthy’s suit alleges Hornberger failed to file the requisite campaign financial disclosure form when filing her candidacy with the Cecil County Board of Elections last November.
The complaint asserts that a Cecil County Board of Elections official, Lora Walters, communicated with Hornberger over the financial disclosure document.
Hornberger’s financial disclosure form subsequently appeared after she spoke with Walters, court documents say.
It was Walters who filed Mrs. Hornberger’s financial disclosure document with Cecil County’s Department of Human Resources, the custodian of campaign-related documents, McCarthy’s suit alleges.
Lora Walters is no longer employed with the county’s election board.
Walters was fired by the state Board of Elections over the matter, according to Cecil County government employees who witnessed the event.
Employees said they saw Walters leaving the local elections board on July 15 with an escort.
Danielle Hornberger and Dirk Haire did not respond to A Miner Detail’s inquiry about legal services and whether payment would be rendered in this matter.
Jessica Haire requested via email A Miner Detail refrain from emailing her Anne Arundel County government account and instead contact her using her business email domain.
A Miner Detail obliged Mrs. Haire’s request, though she did not respond to questions concerning payment arrangements with Hornberger.
A show cause hearing in this matter is scheduled for Aug. 13 at 9:30 a.m. in Cecil County.
